Research points to intensive daily tutoring as one of the most effective ways to help academically struggling children catch up. There have been a hundred randomized control trials, but one of the most cited is of a tutoring program in Chicago high schools, where ninth and 10th graders learned an extra year or two of math from a daily dose of tutoring. That’s the kind of result that could offset pandemic learning losses, which have remained devastating and stubborn nearly four years after Covid first erupted, and it’s why the Biden Administration  has recommended that schools use their $190 billion in federal recovery funds on tutoring.

This tutoring evidence, however, was generated before the pandemic, and I was curious about what post-pandemic research says about how tutoring is going now that almost 40 percent of U.S. public schools say they’re offering high-dosage tutoring and more than one out of 10 students (11 percent) are receiving it this 2023-24 school year. Here are four lessons. 

  1. Why timing matters

Scheduling tutoring time during normal school hours and finding classroom space to conduct it are huge challenges for school leaders. The schedule is already packed with other classes and there aren’t enough empty classrooms. The easiest option is to tack tutoring on to the end of the school day as an after-school program.

New Mexico did just that and offered high school students free 45-minute online video sessions three times a week in the evenings and weekends. The tutors were from Saga Education, the same tutoring organization that had produced spectacular results in Chicago. Only about 500 students signed up out of more than 34,000 who were eligible, according to a June 2023 report from MDRC, an outside research organization. Researchers concluded that after-school tutoring wasn’t a “viable solution for making a sizable and lasting impact.” The state has since switched to scheduling tutoring during the school day.

Attendance is spotty too. Many after-school tutoring programs around the country report that even students who sign up don’t attend regularly.

  1. A hiring dilemma 

The job of tutor is now the fastest-growing position in the K–12 sector, but 40 percent of schools say they’re struggling to hire tutors. That’s not surprising in a red-hot job market, where many companies say it’s tough to find employees. 

Researchers at MDRC in a December 2023 report wrote about different hiring strategies that schools around the country are using. I was flabbergasted to read that New Mexico was paying online tutors $50 an hour to tutor from their homes. Hourly rates of $20 to $30 are fairly common in my reporting. But at least the state was able to offer tutoring to students in remote, rural areas where it would otherwise be impossible to find qualified tutors.

Tutoring companies are a booming business. Schools are using them because they take away the burden of hiring, training and supervising tutors. However, Fulton County, Georgia, which includes Atlanta, found that a tutoring company’s curriculum might have nothing to do with what children are learning in their classrooms and that there’s too little communication between tutors and classroom teachers. Tutors were quitting at high rates and replaced with new ones; students weren’t able to form long-term relationships with their tutors, which researchers say is critical to the success of tutoring. 

When Fulton County schools hired tutors directly, they were more integrated into the school community. However, schools considered them to be “paraprofessionals” and felt there were more urgent duties than tutoring that they needed to do, from substitute teaching and covering lunch duty to assisting teachers. 

Chicago took the burden off schools and hired the tutors from the central office. But schools preferred tutors who were from the neighborhood because they could potentially become future teachers. The MDRC report described a sort of catch-22. Schools don’t have the capacity to hire and train tutors, but the tutors that are sent to them from outside vendors or a central office aren’t ideal either. 

Oakland, Calif., experienced many of the obstacles that schools are facing when trying to deliver tutoring at a large scale to thousands of students. The district attempted to give kindergarten through second grade students a half hour of reading tutoring a day. As described by a December 2023 case study of tutoring by researchers at the Center for Reinventing Public Education (CRPE), Oakland struggled with hiring, scheduling and real estate. It hired an outside tutoring organization to help, but it too had trouble recruiting tutors, who complained of low pay. Finding space was difficult. Some tutors had to work in the hallways with children. 

The good news is that students who worked with trained tutors made the same gains in reading as those who were given extra reading help by teachers. But the reading gains for students were inconsistent. Some students progressed less in reading than students typically do in a year without tutoring. Others gained almost an additional year’s worth of reading instruction – 88 percent more.

  1. The effectiveness of video tutoring 

Bringing armies of tutors into school buildings is a logistical and security nightmare. Online tutoring solves that problem. Many vendors have been trying to mimic the model of successful high dosage tutoring by scheduling video conferencing sessions many times a week with the same well-trained tutor, who is using a good curriculum with step-by-step methods. But it remains a question whether students are as motivated to work as hard with video tutoring as they are in person. Everyone knows that 30 hours of Zoom instruction during school closures was a disaster. It’s unclear whether small, regular doses of video tutoring can be effective. 

In 2020 and 2021, there were two studies of online video tutoring. A randomized control trial in Italy produced good results, especially when the students received tutoring four times a week. The tutoring was less than half as potent when the sessions fell to twice a week, according to a paper published in September 2023. Another study in Chicago found zero results from video tutoring. But the tutors were unpaid volunteers and many students missed out on sessions. Both tutors and tutees often failed to show up.

The first randomized controlled trial of a virtual tutoring program for reading was conducted during the 2022-23 school year at a large charter school network in Texas. Kindergarten, first and second graders received 20 minutes of video tutoring four times a week, from September through May, with an early reading tutoring organization called OnYourMark. Despite the logistical challenges of setting up little children on computers with headphones, the tutored children ended the year with higher DIBELS scores, a measure of reading proficiency for young children, than students who didn’t receive the tutoring. One-to-one video tutoring sometimes produced double the reading gains as video tutoring in pairs, demonstrating a difference between online and in-person tutoring, where larger groups of two and three students can be very effective too. That study was published in October 2023. 

Video tutoring hasn’t always been a success. A tutoring program by Intervene K-12, a tutoring company, received high marks from reviewers at Johns Hopkins University, but outside evaluators didn’t find benefits when it was tested on students in Texas. In an unpublished study, the National Student Support Accelerator, a Stanford University organization that is promoting and studying tutoring, found no difference in year-end state test scores between students who received the tutoring and those who received other small group support. Study results can depend greatly on whether the comparison control group is getting nothing or another extra-help alternative.

Matthew Kraft, a Brown University economist who studies tutoring, says there hasn’t been an ideal study that pits online video tutoring directly against in-person tutoring to measure the difference between the two. Existing studies, he said, show some “encouraging signs.” 

The most important thing for researchers to sort out is how many students a tutor can work with online at once. It’s unclear if groups of three or four, which can be effective in person, are as effective online. “The comments we’re getting from tutors are that it’s significantly different to tutor three students online than it is to tutor three students in person,” Kraft said.

In my observations of video tutoring, I have seen several students in groups of three angle their computers away from their faces. I’ve watched tutors call students’ names over and over again, trying to get their attention. To me, students appear far more focused and energetic in one-to-one video tutoring.

  1. How humans and machines could take turns

A major downside to every kind of tutoring, both in-person and online, is its cost. The tutoring that worked so well in Chicago can run $4,000 per student. It’s expensive because students are getting over a hundred hours of tutoring and schools need to pay the tutors’ hourly wages. Several researchers are studying how to lower the costs of tutoring by combining human tutoring with online practice work. 

In one pre-pandemic study that was described in a March 2023 research brief by the University of Chicago’s Education Lab, students worked in groups of four with an in-person tutor. The tutors worked closely with two students at a time while the other two students worked on practice problems independently on ALEKS, a widely used computerized tutoring system developed by academic researchers and owned by McGraw-Hill. Each day the students switched:  the ALEKS kids worked with the tutor and the tutored kids turned to ALEKS. The tutor sat with all four students together, monitoring the ALEKS kids to make sure they were doing their math on the computer.

The math gains nearly matched what the researchers had found in a prior study of human tutoring alone, where tutors worked with only two students at a time and required twice as many tutors. The cost was $2,000 per student, much less than the usual $3,000-$4,000 per student price tag of the human tutoring program.

Researchers at the University of Chicago have been testing the same model with online video tutoring, instead of in-person, and said they are seeing “encouraging initial indications.” Currently, the research team is studying how many students one tutor can handle at a time, from four to as many as eight students, alternating between humans and ed tech, in order to find out if the sessions are still effective.

Researchers at Carnegie Mellon University conducted a similar study of swapping between human tutoring and practicing math on computers. Instead of ALEKS, this pilot study used Mathia, another computerized tutoring system developed by academic researchers and owned by Carnegie Learning. This was not a randomized control trial, but it did take place during the pandemic in 2020-21. Middle school students doubled the amount of math they learned compared to similar students who didn’t receive the tutoring, according to Ken Koedinger, a Carnegie Mellon professor who was part of the research team. 

“AI tutors work when students use them,” said Koedinger. “But if students aren’t using them, they obviously don’t work.” The human tutors are better at motivating the students to keep practicing, he said. The computer system gives each student personalized practice work, targeted to their needs, instant feedback and hints.

Technology can also guide the tutors. With one early reading program, called Chapter One, in-person tutors work with young elementary school children in the classroom. Chapter One’s website keeps track of every child’s progress. The tutor’s screen indicates which student to work with next and what skills that student needs to work on.  It also suggests phonics lessons and activities that the tutor can use during the session.  A two-year randomized control trial, published in December 2023, found that the tutored children – many of whom received short five-minute bursts of tutoring at a time – outperformed children who didn’t receive the tutoring. 

The next frontier in tutoring, of course, is generative AI, such as Chat GPT. Researchers are studying how students learn directly from Khan Academy’s Khanmigo, which gives step-by-step, personalized guidance, like a tutor, on how to solve problems. Other researchers are using this technology to help coach human tutors so that they can better respond to students’ misunderstandings and confusion. I’ll be looking out for these studies and will share the results with you.

ATLANTA – It’s unclear to Tameka how — or even when — her children became unenrolled from Atlanta Public Schools. But it was traumatic when, in Fall 2021, they figured out it had happened. 

After more than a year of some form of pandemic online learning, students were all required to come back to school in person. Tameka was deeply afraid of COVID-19 and skeptical the schools could keep her kids safe. One morning, in a test run, she sent two kids to school. 

Her oldest daughter, then in seventh grade, and her second youngest, a boy entering first grade, boarded their respective buses. She had yet to register the youngest girl, who was entering kindergarten. And her older son, a boy with Down syndrome, stayed home because she wasn’t sure he could consistently wear masks. 

After a few hours, the elementary school called: Come pick up your son, they told her. He was no longer enrolled, they said.  

Around lunchtime, the middle school called: Come get your daughter, they told her. She doesn’t have a class schedule. 

Tameka’s children — all four of them — have been home ever since.

Thousands of students went missing from American classrooms during the pandemic. For some who have tried to return, a serious problem has presented itself. A corrosive combination of onerous re-enrollment requirements, arcane paperwork and the everyday obstacles of poverty — a nonworking phone, a missing backpack, the loss of a car — is in many cases preventing those children from going back. 

“One of the biggest problems that we have is kids that are missing and chronic absenteeism,” says Pamela Herd, a Georgetown University public policy professor. She studies how burdensome paperwork and processes often prevent poor people from accessing health benefits. “I’m really taken aback that a district would set forth a series of policies that make it actually quite difficult to enroll your child.” 

In Atlanta, where Tameka lives, parents must present at least eight documents to enroll their children — twice as many as parents in New York City or Los Angeles. One of the documents — a complicated certificate evaluating a child’s dental health, vision, hearing and nutrition — is required by the state. Most of the others are Atlanta’s doing, including students’ Social Security cards and an affidavit declaring residency that has to be notarized.

The district asks for proof of residency for existing students every year at some schools, and also before beginning sixth and ninth grades, to prevent students from attending schools outside of their neighborhoods or communities. The policy also allows the district to request proof the student still lives in the attendance zone after an extended absence or many tardy arrivals. Without that proof, families say their children have been disenrolled.  

“They make it so damned hard,” says Kimberly Dukes, an Atlanta parent who co-founded an organization to help families advocate for their children.  

During the pandemic, she and her children became homeless and moved in with her brother. She struggled to convince her children’s school they really lived with him. Soon, she heard from other caregivers having similar problems. Last year, she estimates she helped 20 to 30 families re-enroll their children in Atlanta Public Schools.  

The school district pushed back against this characterization of the enrollment process. “When parents inform APS that they are unable to provide updated proof of residence, protocols are in place to support families,” Atlanta communications director Seth Coleman wrote by email. Homeless families are not required to provide documentation, he said.  

Tameka’s kids have essentially been out of school since COVID hit in March 2020. She and her kids have had a consistent place to live, but nearly everything else in their lives collapsed during the pandemic. (Tameka is her middle name. The Associated Press is withholding her full name because Tameka, 33, runs the risk of jail time or losing custody of her children since they are not in school.)

Tameka’s longtime partner, who was father to her children, died of a heart attack in May 2020 as COVID gripped the country. 

His death left her overwhelmed and penniless. Tameka never graduated from high school and has worked occasionally as a security guard or a housecleaner for hotels. She has never gotten a driver’s license. But her partner worked construction and had a car. “When he was around, we never went without,” she says. 

Suddenly, she had four young children to care for by herself, with only government cash assistance to live on. 

Schools had closed to prevent the spread of the virus, and the kids were home with her all the time. Remote learning didn’t hold their attention. Their home internet didn’t support the three children being online simultaneously, and there wasn’t enough space in their two-bedroom apartment for the kids to have a quiet place to learn. 

Because she had to watch them, she couldn’t work. The job losses put her family even further below the median income for a Black family in Atlanta — $28,105. (The median annual income for a white family in the city limits is $83,722.) 

When Tameka’s children didn’t return to school, she also worried about the wrong kind of attention from the state’s child welfare department. According to Tameka, staff visited her in Spring 2021 after receiving calls from the school complaining her children were not attending online classes. 

The social workers interviewed the children, inspected their home and looked for signs of neglect and abuse. They said they’d be back to set her up with resources to help her with parenting. For more than two years, she says, “they never came back.” 

“He wasn’t in school, and no one cared.”

When the kids missed 10 straight days of school that fall, the district removed them from its rolls, citing a state regulation. Tameka now had to re-enroll them.  

Suddenly, another tragedy of her partner’s death became painfully obvious. He was carrying all the family’s important documents in his backpack when he suffered his heart attack. The hospital that received him said it passed along the backpack and other possessions to another family member, Tameka says. But it was never found.  

The backpack contained the children’s birth certificates and her own, plus Medicaid cards and Social Security cards. Slowly, she has tried to replace the missing documents. First, she got new birth certificates for the children, which required traveling downtown. 

After asking for new Medicaid cards for over a year, she finally received them for two of her children. She says she needs them to take her children to the doctor for the health verifications and immunizations required to enroll. It’s possible her family’s cards have been held up by a backlog in Georgia’s Medicaid office since the state agency incorrectly disenrolled thousands of residents.  

When she called for a doctor’s appointment in October, the office said the soonest they could see her children was December. 

“That’s too late,” she said. “Half the school year will be over by then.” 

She also needs to show the school her own identification, Social Security cards, and a new lease, plus the notarized residency affidavit.   

She shakes her head. “It’s a lot.”

Some of the enrollment requirements have exceptions buried deep in school board documents. But Tameka says no one from the district has offered her guidance. 

Contact logs provided by the district show social workers from three schools have sent four emails and called the family 19 times since the pandemic closed classrooms in 2020. Most of those calls went to voicemail or didn’t go through because the phone was disconnected. Records show Tameka rarely called back.  

The only face-to-face meeting was in October 2021, when Tameka sent her kids on the bus, only to learn they weren’t enrolled. A school social worker summarized the encounter: “Discussed students’ attendance history, the impact it has on the student and barriers. Per mom student lost father in May 2020 and only other barrier is uniforms.”  

The social worker said the school would take care of the uniforms. “Mom given enrollment paperwork,” the entry ends.  

The school’s logs don’t record any further attempts to contact Tameka.  

“Our Student Services Team went above and beyond to help this family and these children,” wrote Coleman, the district spokesperson. 

Inconsistent cell phone access isn’t uncommon among low-income Americans. Many have phones, as Tameka’s family does, but when they break or run out of prepaid minutes, communication with them becomes impossible. 

So in some cities, even at the height of the pandemic, social workers, teachers and administrators checked on families in person when they were unresponsive or children had gone missing from online learning. In Atlanta, Coleman said, the district avoided in-person contact because of the coronavirus.  

Tameka says she’s unaware of any outreach from Atlanta schools. She currently lacks a working phone with a cell plan, and she’s spent long stretches over the last three years without one. An Associated Press reporter has had to visit the family in person to communicate.  

The logs provided by Atlanta Public Schools show only one attempt to visit the family in person, in Spring 2021. A staff member went to the family’s home to discuss poor attendance in online classes by the son with Down syndrome. No one was home, and the logs don’t mention further attempts. 

The details of what the district has done to track down and re-enroll Tameka’s children, especially her son with Down syndrome, matter. Federal laws require the state and district to identify, locate and evaluate all children with disabilities until they turn 21.  

One government agency has been able to reach Tameka. A new social worker from the Georgia Division of Family and Children Services, the same agency that came years earlier, made another visit to her home in October.  

The department offered to organize a ride for her and her children to visit the doctor. But without an appointment, Tameka didn’t see the point.  

The social worker also shared a helpful tip: Tameka can enroll her children with most of the paperwork, and then she would have 30 days to get the immunizations. But she should act fast, the social worker urged, or the department might have to take action against her for “educational neglect.”

To many observers, Tameka’s troubles stem from Atlanta’s rapid gentrification. The city, known for its Black professional class, also boasts the country’s largest wealth disparity between Black and white families.  

“It looks good from the curb, but when you get inside you see that Black and brown people are worse off economically than in West Virginia — and no one wants to talk about it,” says Frank Brown, who heads Communities in Schools of Atlanta, an organization that runs dropout-prevention programs in Atlanta Public Schools.  

Atlanta’s school board passed many of its enrollment policies and procedures back in 2008, after years of gentrification and a building boom consolidated upper-income and mostly white residents in the northern half of the city. The schools in those neighborhoods complained of “overcrowding,” while the schools in the majority Black southern half of the city couldn’t fill all of their seats.  

The board cracked down on “residency fraud” to prevent parents living in other parts of town from sending their children to schools located in those neighborhoods.

“This was about balancing the number of students in schools,” says Tiffany Fick, director of school quality and advocacy for Equity in Education, a policy organization in Atlanta. “But it was also about race and class.” 

Communities such as St. Louis, the Massachusetts town of Everett and Tupelo, Mississippi, have adopted similar policies, including tip lines to report neighbors who might be sending their children to schools outside of their enrollment zones. 

But the Atlanta metro area seems to be a hotbed, despite the policies’ disruption of children’s educations. In January, neighboring Fulton County disenrolled nearly 400 students from one of its high schools after auditing residency documents after Christmas vacation.   

The policies were designed to prevent children from attending schools outside of their neighborhood. But according to Dukes and other advocates, the increased bureaucracy has also made it difficult for the poor to attend their assigned schools — especially after the pandemic hit families with even more economic stress.

The Associated Press spoke to five additional Atlanta public school mothers who struggled with the re-enrollment process. Their children were withdrawn from school because their leases had expired or were month to month, or their child lacked vaccinations.  

Candace, the mother of a seventh grader with autism, couldn’t get her son a vaccination appointment when schools first allowed students to return in person in Spring 2021. There were too many other families seeking shots at that time, and she didn’t have reliable transportation to go further afield. The boy, then in fourth grade, missed a cumulative five months.  

“He wasn’t in school, and no one cared,” said Candace, who asked AP not to use her last name because she worries about losing custody of her child since he missed so much school. She eventually re-enrolled him with the help of Dukes, the parent advocate. 

“One of the biggest problems that we have is kids that are missing and chronic absenteeism. I’m really taken aback that a district would set forth a series of policies that make it actually quite difficult to enroll your child.”

Many parents who have struggled with the enrollment policies have had difficulty persuading schools to accept their proof of residency. Adding an extra burden to those who don’t own their homes, Atlanta’s policy allows principals to ask for additional evidence from renters. 

Shawndrea Gay was told by her children’s school, which is located in an upper-income neighborhood, that her month-to-month lease was insufficient. Twice, investigators came to her studio apartment to verify that the family lived there. “They looked in the fridge to make sure there was food,” she says. “It was no joke.” 

Then, in Summer 2022, the school unenrolled her children because their lease had expired. With Dukes’ help, Gay was able to get them back in school before classes started. 

Tameka hasn’t reached out for help getting her kids back in school. She doesn’t feel comfortable asking and doesn’t trust the school system, especially after they called the child welfare department. “I don’t like people knowing my business,” she says. “I’m a private person.” 

On a typical school day, Tameka’s four children — now 14, 12, 9 and 8 — sleep late and stay inside watching television or playing video games. Only the youngest — the girl who’s never been to school — has much interest in the outside world, Tameka says.  

The girl often plays kickball or runs outside with other kids in their low-income subdivision. But during the week, she has to wait for them to come home from school at around 3 p.m. 

The little girl should be in second grade, learning to master chapter books, spell, and add and subtract numbers up to 100. She has had to settle for “playing school” with her three older siblings. She practices her letters and writes her name. She runs through pre-kindergarten counting exercises on a phone. 

But even at 8, she understands that it’s not the real thing. 

“I want to go to school,” she says, “and see what it’s like.”

Growing numbers of students need special education services. Yet there are fewer qualified clinicians who are willing and able to work in school buildings full time.

There is a new solution that exists, one that many other sectors have embraced: A hybrid, more flexible workforce.

The number of students deemed to need special education services increased by nearly a million students over the last decade, and it now makes up 15 percent of all public school enrollments.

The U.S. Bureau of Labor Statistics estimates a 19 percent growth in demand for speech language pathologists and a 12 percent growth in demand for occupational therapists over the next decade.

Since the start of the pandemic, more than two-thirds of public schools have reported increases in students seeking mental health services.

The effects of these strains on resources are far-reaching. Students and families are left waiting for critical services, while staffers are faced with ever-growing caseloads that lead to burnout and, in some cases, departure from the profession.

Students in low-income areas are already the least likely to have access to special education and early intervention services — a challenge exacerbated by staffing shortages.

Teletherapy services, provided online via live videoconferencing, were commonly used during the pandemic months when schools were shuttered and students needed connection with their therapists.

Once clinicians learned how to work online, many embraced teletherapy, finding that it brought focus to their time with children and offered exciting new ways to engage in their sessions. A significant number of U.S. public school districts relied on it to provide critical special education services including psychological evaluations, speech therapy and occupational therapy to their students.

But when schools reopened, many prioritized a return to fully in-person services. Even though clinicians were ready to change how and where they worked, most schools were not. In discussions I’ve had with school leaders, many regarded teletherapy as an emergency stopgap, and in my view, that was a mistake.

Returning to the old ways of doing things just hasn’t worked. Many schools that dug in on resuming in-person services with no exceptions have been unable to fill vacancies across their special education teams.

And, for example, annual data from the American Speech-Language-Hearing Association shows that despite growing student needs, the percentage of certified speech language pathologists working in schools has been declining steadily for over a decade.

With staff shortages in critical areas, backlogs and compensatory time (to make up for services not provided) have been building up, signaling a need for a better solution.

Some districts are now turning to teletherapy services for special education as more than a temporary pandemic-era solution.

Some districts are now turning to teletherapy services for special education as more than a temporary pandemic-era solution, and are creating true hybrid service models, in which schools strategically utilize their in-person staff for emergent issues or high-need students, while virtual therapists provide support for ongoing special education service needs.

Data from my organization, Presence, a provider of teletherapy solutions, shows that some of the nation’s largest districts, and at least 10,000 forward-thinking schools, have adopted a hybrid model to ensure support for students, clinicians and school and district leaders.

With the capability to deliver a portion of services online, districts can offer services and stability for students regardless of their zip code. The hybrid model also enables school administrators to increase capacity and balance workloads by retaining great therapists while adding more diversity and deeper specialties to the talent pool.

For example, Newberg-Dundee Public Schools in Oregon embraced teletherapy to assess and address the needs of their students faster and have since seen positive results. Teachers in the district told us that many students appear to be more eager to attend their teletherapy sessions. They said that students often seem more focused in the dedicated virtual setting and less distracted.

District officials say parents are now requesting teletherapy services for their children because they’ve seen such great progress.

In addition to supporting students and school administrators, teletherapy serves the providers themselves. The model embraces working remotely from home, with flexible hours, including part-time.

Many of those drawn to teletherapy are working mothers seeking to reduce time outside the home and retirees who want to continue the work they love in a reduced capacity.

The thousands of clinicians who have embraced teletherapy find that when they remove themselves from day-to-day burdens inside the school building, they are better able to focus on their clinical work and target their students’ specific needs.

A hybrid staffing model alone isn’t a cure-all to address students’ increasing needs or to reverse widespread school staff shortages. But as schools search for solutions to address these issues, embracing a combination of in-person staff and remote specialists offers promise.

Some kids appear to learn faster than others. A few years ago, a group of scientists at Carnegie Mellon University decided to study these rapid learners to see what they are doing differently and if their strategies could help the rest of us.

But as the scientists began their study, they stumbled upon a fundamental problem:  they could not find faster learners. After analyzing the learning rates of 7,000 children and adults using instructional software or playing educational games, the researchers could find no evidence that some students were progressing faster than others. All needed practice to learn something new, and they learned about the same amount from each practice attempt. On average, it was taking both high and low achievers about seven to eight practice exercises to learn a new concept, a rather tiny increment of learning that the researchers call a “knowledge component.”

“Students are starting in different places and ending in different places,” said Ken Koedinger, a cognitive psychologist and director of Carnegie Mellon’s LearnLab, where this research was conducted. “But they’re making progress at the same rates.” 

Koedinger and his team’s data analysis was published in the Proceedings of the National Academy of Sciences (PNAS), a peer-reviewed journal of the National Academy of Sciences, in March 2023. The study offers the hope that “anyone can learn anything they want” if they get well-designed practice exercises and put some effort into it.  Raw talent, like having a “knack for math” or a “gift for language,” isn’t required.

Koedinger and his colleagues wrote that they were initially “surprised” by the “astonishing amount of regularity in students’ learning rate.” The discovery contradicts our everyday experiences. Some students earn As in algebra, an example mentioned in the paper, and they appear to have learned faster than peers who get Cs.

But as the scientists confirmed their numerical results across 27 datasets, they began to understand that we commonly misinterpret prior knowledge for learning. Some kids already know a lot about a subject before a teacher begins a lesson. They may have already had exposure to fractions by making pancakes at home using measuring cups. The fact that they mastered a fractions unit faster than their peers doesn’t mean they learned faster; they had a head start. 

Like watching a marathon

Koedinger likens watching children learn to watching a marathon from the finish line. The first people to cross the finish line aren’t necessarily the fastest when there are staggered starts. A runner who finished sooner might have taken five hours, while another runner who finished later might have taken only four hours. You need to know each runner’s start time to measure the pace.

Koedinger and his colleagues measured each student’s baseline achievement and their incremental gains from that initial mark. This would be very difficult to measure in ordinary classrooms, but with educational software, researchers can sort practice exercises by the knowledge components required to do them, see how many problems students get right initially and track how their accuracy improves over time.  

In the LearnLab datasets, students typically used software after some initial instruction in their classrooms, such as a lesson by a teacher or a college reading assignment. The software guided students through practice problems and exercises. Initially, students in the same classrooms had wildly different accuracy rates on the same concepts. The top quarter of students were getting 75 percent of the questions correct, while the bottom quarter of students were getting only 55 percent correct. It’s a gigantic 20 percentage point difference in the starting lines. 

However, as students progressed through the computerized practice work, there was barely even one percentage point difference in learning rates. The fastest quarter of students improved their accuracy on each concept (or knowledge component) by about 2.6 percentage points after each practice attempt, while the slowest quarter of students improved by about 1.7 percentage points. It took seven to eight attempts for nearly all students to go from 65 percent accuracy, the average starting place, to 80 percent accuracy, which is what the researchers defined as mastery.

The advantage of a head start

The head start for the high achievers matters.  Above average students, who begin above 65 percent accuracy take fewer than four practice attempts to hit the 80 percent threshold. Below average students tend to require more than 13 attempts to hit the same 80 percent threshold. That difference – four versus 13 – can make it seem like students are learning at different paces. But they’re not. Each student, whether high or low, is learning about the same amount from each practice attempt. (The researchers didn’t study children with disabilities, and it’s unknown if their learning rates are different.)

The student data that Koedinger studied comes from educational software that is designed to be interactive and gives students multiple attempts to try things, make mistakes, get feedback and try again. Students learn by doing. Some of the feedback was very basic, like an answer key, alerting students if they got the problem right or wrong. But some of the feedback was sophisticated. Intelligent tutoring systems in math provided hints when students got stuck, offered complete explanations and displayed step-by-step examples. 

The conclusion that everyone’s learning rate is similar might apply only to well-designed versions of computerized learning. Koedinger thinks students probably learn at different paces in the analog world of paper and pencil, without the same guided practice and feedback. When students are learning more independently, he says, some might be better at checking their own work and seeking guidance.  

Struggling students might be getting fewer “opportunities” to learn in the analog world, Koedinger speculated. That doesn’t necessarily mean that schools and parents should be putting low-achieving students on computers more often. Many students quickly lose motivation to learn on screens and need more human interaction.

Memory ability varies

Learning rates were especially steady in math and science – the subjects that most of the educational software in this study focused on. But researchers noticed more divergence in learning rates in the six datasets that involved the teaching of English and other languages. One was a program that taught the use of the article “the,” which can be arbitrary. (Here’s an example: I’m swimming in the Atlantic Ocean today but in Lake Ontario tomorrow. There’s no “the” before lakes.) Another program taught Chinese vocabulary. Both relied on students’ memory and individual memory processing speeds differ. Memory is important in learning math and science too, but Koedinger said students might be able to compensate with other learning strategies, such as pattern recognition, deduction and induction. 

To understand that we all learn at a similar rate is one of the best arguments I’ve seen not to give up on ourselves when we’re failing and falling behind our peers. Koedinger hopes it will inspire teachers to change their attitudes about low achievers in their classrooms, and instead think of them as students who haven’t had the same number of practice opportunities and exposure to ideas that other kids have had. With the right exercises and feedback, and a bit of effort, they can learn too. Perhaps it’s time to revise the old saw about how to get to Carnegie Hall. Instead of practice, practice, practice, I’m going to start saying practice, listen to feedback and practice again (repeat seven times).

While the reading and math “wars” have gotten a lot of attention in education in recent years, writing instruction has not received that same focus. That is, until the release of ChatGPT last year.

There isn’t really an agreed-upon approach to teaching writing, according to Sarah Levine, an assistant professor at Stanford University’s Graduate School of Education. But now that ChatGPT is here to stay, experts like Levine are trying to figure how to teach writing to K-12 students in an age of AI.

“The question that teachers are having to ask themselves is, what’s writing for?” she said.

ChatGPT can produce a perfectly serviceable writing “product,” she said. But writing isn’t a product per se — it’s a tool for thinking, for organizing ideas, she said.

“ChatGPT and other text-based tools can’t think for us,” she said. “There’s still things to learn when it comes to writing because writing is a form of figuring out what you think.”

Earlier this year, Levine and her team conducted a pilot study at a high school in San Francisco. Students in an English class were given access to ChatGPT to see how they engaged with the tool.

Some were given prompts that asked them to create an argument based on directions, such as, “Some people say we should have a new mascot at our school. Some people say we should keep our old mascot. What do you think?” Other prompts were more creative, such as asking students to write an outline for a movie script about a new superhero based at their school.

Levine and her team found that students looked to ChatGPT, primarily, for help in two categories: Ideas or inspiration to get started on the prompt questions (for example, “What kind of mascots do other schools have?”) and guidance on the writing process (“How do you write a good ghost story?”).

“What the kids are now getting from this AI is what expert writers already have: a big bank of examples that they can draw from when they’re creating,” Levine said. Using ChatGPT as a sounding board for specific questions like these can help students learn to be stronger writers, she added.

While the study is ongoing, the early findings revealed something surprising: Kids weren’t excited about ChatGPT’s writing. “They thought it was ‘too perfect.’ Or ‘like a robot,’” Levine said. “One team that was writing said, ‘We asked ChatGPT to edit our work, and it took out all of our jokes so we put them back.’”

Levine said that, to her, that was the big takeaway of the pilot. She’s heard teachers say they struggle to help students find their voice in writing. When students could contrast their own writing to ChatGPT’s more generic version, Levine said, they were able to “understand what their own voice is and what it does.”

Mark Warschauer, a professor of education at the University of California, Irvine, has spent years studying how technology can change writing instruction and the nature of writing itself. When ChatGPT was released, he decided to tailor some of his research to study ways generative AI could help students and teachers, particularly English language learners and bilingual learners.

Like Levine, Warschauer, director of the university’s Digital Learning Lab, said he believes ChatGPT can help students who struggle with writing to organize their ideas, and edit and revise their writing. Essentially, it could be used as an early feedback tool to supplement the work of a teacher, he said.

As part of a project on the effectiveness of ChatGPT as a tool for giving students feedback on their writing, his team at the Digital Learning Lab placed student essays that had already been evaluated by teachers into ChatGPT and asked the AI to provide its own feedback. Then experts blindly graded both the human and AI feedback. While the experts found the human feedback was a little better overall, the AI feedback was good enough to provide value in the classroom. It could help guide students as they progressed on an assignment, allowing teachers to spend more time with students who need extra support, Warschauer said.

Warschauer’s team has also partnered with UC Irvine’s school of engineering to create an intelligent writing coach, to be called PapyrusAI. The tool, which the teams plan to release next year, would be tailored to help middle school and high school students improve their writing through intensive coaching, he said.

In addition, he said, the tool is being designed to provide a safe and protected way to use AI, to address parents’ and educators’ concerns about student data and privacy on ChatGPT, which stores students’ data.

Stanford’s Levine also sees value in using ChatGPT to coach students on writing. 

“A lot of teachers feel intimidated when it comes to teaching writing, because they themselves don’t necessarily feel like they’re the best writers,” Levine said. ChatGPT can help teachers fill in gaps in writing instruction by working as students’ debate partner or coach she said.

ChatGPT could also help teachers more quickly analyze trends in student writing, identifying areas of success or struggle. If students “don’t understand how to connect one idea to another,” Levine said, Chat GPT could provide this feedback instead of teachers having to write, “Try connecting these ideas using a transition,” on every paper. Teachers could then devote more time to developing lessons that focus on that skill.  

“Writing should be and is a human experience,” Levine said. Teachers can retain that experience, even when using AI. If they help students learn how to use the new tool effectively — much as they now use spellcheck or Grammarly — students will understand that ChatGPT is “more or less a giant autocomplete machine, as opposed to a place that has facts,” she said.

“If we think that clarifying your own thinking is something worth doing, then we need to teach writing,” Levine said. “In other words, writing is a way of learning. It’s not just a way of showing your learning.”

Ever since schools reopened and resumed in-person instruction, districts have been trying to help students catch up from pandemic learning losses. The Biden Administration has urged schools to use tutoring. Many schools have purchased an online version that gives students 24/7 access to tutors. Typically, communication is through text chat, similar to communicating with customer service on a website. Students never see their tutors or hear their voices. 

Researchers estimate that billions have been spent on these online tutoring services, but so far, there’s no good evidence that they are helping many students catch up. And many students need extra help. According to the most recent test scores from spring 2023, 50 percent more students are below grade level than before the pandemic; even higher achieving students remain months behind where they should be.

Low uptake

The main problem is that on-demand tutoring relies on students to seek extra help. Very few do. Some school systems have reported usage rates below 2 percent. A 2022 study by researchers at Brown University of an effort to boost usage among 7,000 students at a California charter school network found that students who needed the most help were the least likely to try online tutoring and only a very small percentage of students used it regularly. Opt-in tutoring could “exacerbate inequalities rather than reduce them,” warned a  September 2023 research brief by Brown University’s Annenberg Center, Results for America, a nonprofit that promotes evidence-backed policies, the American Institutes for Research and NWEA, an assessment firm.

In January 2023, an independent research firm Mathematica released a more positive report on students’ math gains with an online tutoring service called UPchieve, which uses volunteers as tutors. It seemed to suggest that high school students could make extraordinary math progress from online homework help. 

UPchieve is a foundation-funded nonprofit with a slightly different model. Instead of schools buying the tutoring service from a commercial vendor, UPchieve makes its tutors freely available to any student in grades eight to 12 living in a low-income zip code or attending a low-income high school. Behind the scenes, foundations cover the cost to deliver the tutoring, about $5 per student served. (Those foundations include the Bill & Melinda Gates and the Overdeck Family foundations, which are also among the many funders of The Hechinger Report.)

UPchieve posted findings from the study in large font on its website: “Using UPchieve 9 times caused student test scores to meaningfully increase” by “9 percentile rank points.” If true, that would be equivalent to doubling the amount of math that a typical high school student learns. That would mean that students learned an extra 14 weeks worth of math from just a few extra hours of instruction. Not even the most highly regarded and expensive tutoring programs using professional tutors who are following clear lesson plans achieve this.

The study garnered a lot of attention on social media and flattering media coverage “for disrupting learning loss in low-income kids.” But how real was this progress? 

Gift card incentives

After I read the study, which was also commissioned by the Gates foundation, I immediately saw that UPchieve’s excerpts were taken out of context. This was not a straightforward randomized controlled trial, comparing what happens to students who were offered this tutoring with students who were not. Instead, it was a trial of the power of cash incentives and email reminders. 

For the experiment, Mathematica researchers had recruited high schoolers who were already logging into the UPchieve tutoring service. These were no ordinary ninth and 10th graders. They were motivated to seek extra help, resourceful enough to find this tutoring website on their own (it was not promoted through their schools) and liked math enough to take extra tests to participate in the study. One group was given extra payments of $5 a week for doing at least 10 minutes of math tutoring on UPchieve, and sent weekly email reminders. The other group wasn’t. Students in both groups received $100 for participating in the study.

The gift cards increased usage by 1.6 hours or five to six more sessions over the course of 14 weeks. These incentivized students “met” with a tutor for a total of nine sessions on average; the other students averaged fewer than four sessions. (As an aside, it’s unusual that cash incentives would double usage. Slicing the results another way, only 22 percent of the students in the gift-card group used UPchieve more than 10 times compared with 14 percent in the other group. That’s more typical.) 

At the end of 14 weeks, students took the Renaissance Star math test, an assessment taken by millions of students across the nation. But the researchers did not report those test scores. That’s because they were unlucky in their random assignment of students. By chance, comparatively weaker math students kept getting assigned to receive cash incentives. It wasn’t an apples-to-apples comparison between the two groups, a problem that can happen in a small randomized controlled trial. To compensate, the researchers statistically adjusted the final math scores to account for differences in baseline math achievement. It’s those statistically adjusted scores that showed such huge math gains for the students who had received the cash incentives and used the tutoring service more.

However, the huge 9 percentile point improvement in math was not statistically significant. There were so few students in the study – 89 in total – that the results could have been a fluke. You’d need a much larger sample size to be confident.

A caution from the researcher 

When I interviewed one of the Mathematica researchers, he was cautious about UPchieve and on-demand tutoring in general.  “This is an approach to tutoring that has promise for improving students’ math knowledge for a specific subset of students:  those who are likely to proactively take up an on-demand tutoring service,” said Greg Chojnacki, a co-author of the UPchieve study. “The study really doesn’t speak to how promising this model is for students who may face additional barriers to taking up tutoring.”

Chojnacki has been studying different versions of tutoring and he says that this on-demand version might prove to be beneficial for the “kid who may be jumping up for extra help the first chance they get,” while other children might first need to “build a trusting relationship” with a tutor they can see and talk to before they engage in learning. With UPchieve and other on-demand models, students are assigned to a different tutor at each session and don’t get a chance to build a relationship. 

Chojnacki also walked back the numerical results in our interview. He told me not to “put too much stock” in the exact amount of math that students learned. He said he’s confident that self-motivated students who use the tutoring service more often learned more math, but it could be “anywhere above zero” and not nearly as high as 9 percentile points – an extra three and a half months worth of math instruction.

UPchieve defends “magical” results

UPchieve’s founder, Aly Murray, told me that the Mathematica study results initially surprised her, too. “I agree they almost seem magical,” she said by email. While acknowledging that a larger study is needed to confirm the results, she said she believes that online tutoring without audio and video can “lead to greater learning” than in-person tutoring “when done right.”

“I personally believe that tutoring is most effective when the student is choosing to be there and has an acute need that they want to address (two things that are both uniquely true of on-demand tutoring),” she wrote. “Students have told us how helpful it is to get timely feedback and support in the exact moment that they get confused (which is often late at night in their homes while working on their homework). So in general, I believe that on-demand tutoring is more impactful than traditional high-dosage tutoring models on a per tutoring session or per hour of tutoring basis. This could be part of why we were able to achieve such outsized results despite the low number of sessions.”

Murray acknowledged that low usage remains a problem. At UPchieve’s partner schools, only 5 percent of students logged in at least once during the 2022-23 year, she told me. At some schools, usage rates fell below 1 percent. Her goal is to increase usage rates at partner schools to 36 percent. (Any low-income student in grades eight to 12 can use the tutoring service at no cost and their schools don’t pay UPchieve for the tutoring either, but some “partner” schools pay UPchieve to promote and monitor usage.) 

The downside to homework help

Helping students who are stuck on a homework assignment is certainly nice for motivated kids who love school, but relying on homework questions is a poor way to catch up students who are the most behind, according to many tutoring experts. 

“I have a hard time believing that students know enough about what they don’t know,” said Susanna Loeb, a Stanford University economist who founded the National Student Support Accelerator, which aims to bring evidence-based tutoring to more students. 

For students who are behind grade level, homework questions often don’t address their gaps in basic math foundations. “Maybe underneath, they’re struggling with percentages, but they’re bringing an algebra question,” said Loeb. “If you just bring the work of the classroom to the tutor, it doesn’t help students very much.” 

Pre-pandemic research of once-a-week after-school homework help also produced disappointing results for struggling students. Effective tutoring starts with an assessment of students’ gaps, Loeb said, followed by consistent, structured lessons.

Schools struggle to offer tutors for all students

With so little evidence, why are schools buying on-demand online tutoring? Pittsburgh superintendent Wayne Walters said he was unable to arrange for in-person tutoring in all of his 54 schools and wanted to give each of his 19,000 students access to something. He signed a contract with Tutor.com for unlimited online text-chat tutoring in 2023-24. 

“I’m going forward with it because it’s available,” Walters said. “If I don’t have something to provide, or even offer, then that limits opportunity and access. If there’s no access, then I can’t even push the needle to address the most marginalized and the most vulnerable.”

Walters hopes to make on-demand tutoring “sexy” and appealing to high schoolers accustomed to texting. But online tutoring is not the same as spontaneous texting between friends. One-minute delays in tutors’ replies to questions can test students’ patience. 

On-demand tutoring can appear to be an economical option. Pittsburgh is able to offer this kind of tutoring, which includes college admissions test prep for high schoolers, to all 19,000 of its students for $600,000. Providing 400 students with a high-dosage tutoring program – the kind that researchers recommend – could cost $1.5 million. There are thousands of Pittsburgh students who are significantly behind grade level. It doesn’t seem fair to deliver high-quality in-person tutoring to only a lucky few.  

However, once you factor in actual usage, the economics of on-demand tutoring looks less impressive. In Fairfax County, Va., for example, only 1.6 percent of students used Tutor.com. If Pittsburgh doesn’t surpass that rate, then no more than 300 of its students will be served.

There are no villains here. School leaders are trying to do the best they can and be fair to everyone. Hopes are raised when research suggests that online on-demand tutoring can work if they can succeed in marketing to students. But they should be skeptical of studies that promise easy solutions before investing precious resources. That money could be better spent on small-group tutoring that dozens of studies show is more effective for students.

CAMBRIDGE, Mass. — Lizette Valles is a former teacher and librarian who runs a Los Angeles school that she believes represents a promising alternative to U.S. public education.

It has three fourth-grade students, including her son, and just one other teacher: her husband. There’s no building, so they share space in a warehouse with a race car garage and plant nursery – when students aren’t out hiking, fishing or cycling.

“We have ripped the doors off the classroom. We learn anywhere, anytime,” Valles told me, noting that she is looking for a new location so she can recruit more students for the so-called microschool. Interest is growing in these small, independently run  “learning pods,” which are often operated by parents and enroll an estimated 1.2 to 2.1 million U.S. students.

Valles was among the enthusiastic would-be innovators and entrepreneurs I met at least week’s Harvard Kennedy School conference, Emerging School Models: Moving From Alternative to Mainstream. The event often felt like a pep rally for options beyond traditional school districts, where enrollment fell in the pandemic and is expected to drop another five percent by 2031.

I came to learn more about some of these alternatives at a time when parents and politicians are increasingly paying attention to homeschooling and other public school substitutes, accompanied by a rise in new networks, foundations and companies like Prenda and funds like Vela that provide growing financial and logistical support.

These options include microschools like Valles’ Ellemercito Academy, homeschooling co-ops like Engaged Detroit, “classical” options such as Haven School (focused on nature) in Colorado and Bridges Virtual Academy in Wisconsin, among others that spoke about their work.

Some are nascent and small, and they don’t necessarily have much in common. It seemed a stretch to see them as becoming “mainstream” — especially because scant evidence exists of their effectiveness in serving students, or even of how many students they enroll. And most American children — close to 50 million — remain enrolled in traditional public schools.

Still, a growing number of states – more than a dozen this year – have either expanded or started voucher programs that steer taxpayer money to these new options, which can include private and religious schools. Late last month, North Carolina became the latest state to pass a universal voucher program. 

It’s not always clear, however, that this money goes directly to schools and parents: In Arizona, millions of dollars also went to businesses and non-school spending, a recent investigation found. The Network for Public Education, an advocacy group, last month published an interactive feature chronicling “voucher scams.”

And choice efforts are faltering in some parts of the country like Texas, due in large part to public support for local school systems, although Texas Republican Governor Greg Abbott has called a special session later this month where lawmakers are expected to focus on school choice.

There’s also been plenty of pushback: North Carolina’s Democratic Governor Roy Cooper has declared “an emergency for public education” in the state because of diminishing funding for it, along with the legislative push for vouchers. During a virtual panel Thursday sponsored by Parents for Public Schools, Cooper insisted that “the majority of people of North Carolina and across this country still support our public schools,” while calling complaints over so-called culture wars and indoctrination of students “nonsense.”

“We have seen an erosion [of support] and a legislature that has not only underfunded our public schools but chosen to essentially choke the life out of them,” Cooper said. “We cannot give up on public education even though some government leaders have.”

Speakers at last week’s conference, sponsored by Harvard’s Program on Education Policy and Governance, offered no such dissenting views. They repeatedly urged the audience to “join the [school choice] movement,” one that Valles sees herself as part of, in her position as the California field coordinator for the National Microschooling Center, a support network launched with start-up funding from the Stand Together Trust.

An email sent to participants afterward called the conference “an engaging and motivating event for proponents of educational choice,” one reason why Michigan State University professor Joshua Cowen, who was not invited, dubbed it a “political operation disguised as an academic conference.”

“It’s not a movement,” he said. “It’s a coup, with the idea to overthrow existing institutional structures.”

I spoke to Cowen because he’s spent years researching choice options such as vouchers, and has concluded they do more harm than good and often lead to worse outcomes for vulnerable children. He sees the latest push as a way to create a product – then build up a demand for it.

“Instead of focusing on how to improve existing supply (public schools) what they’ve done is start from the premise that taking down public schools is the first, necessary condition,” Cowen told me. “Think about how this works with advertising in our daily lives: microschools, the solution you never knew you needed!”

Vouchers have meanwhile run into snags: In Florida, they often don’t cover the full cost of private school and many parents have had trouble finding space in the schools their children need or want. Yet demand for the vouchers is such that Florida parents and schools are having trouble accessing them.

At Harvard, the state’s education commissioner, Manny Diaz Jr., chalked up any snags to “growing pains,” while bashing the state’s public school system as “an employment program” for teachers and other staff members.  When asked about evidence of school choice effectiveness, Diaz said he believes “the ultimate arbiter is the parent themselves.”

Conference goers also heard from (and cheered) keynote speaker Republican Oklahoma Governor Kevin Stitt, who said he hoped a lawsuit over the planned opening of the nation’s first religious charter school in his state would ultimately land before the U.S. Supreme Court.

Stitt called an Oklahoma state board’s approval – one being challenged by parents, clergy and education activists – a “win-win for religious and education freedom,” and repeated a popular stock line adopted by right-leaning politicians: “No parent wants to hand their kids over to a one-sized fits all education.”

Other familiar phrases spoken throughout the conference included calls for freeing students from failing schools, funding students instead of systems, supporting parent and family rights and fighting so-called “woke indoctrination.”

Much of what I heard dovetailed with conclusions in Cara Fitzpatrick’s exhaustively researched new book, “The Death of Public Schools:  How Conservatives Won the War Over Education in America.” In it she notes that conservatives are aiming to both “radically redefine public education in America,” and “use public dollars to pay for just about any educational option a family might envision.”

Dissent over choice options comes at a time of much hand-wringing in both political parties over how to improve lagging test scores and the country’s overall education performance. During a conversation with Rick Hess of the American Enterprise Institute this week, former U.S. Education Secretary Arne Duncan lamented a lack of bipartisan support for education initiatives, while repeating his oft-proclaimed dismay for a “one-size fits all” approach.

Duncan, who served under President Obama, also acknowledged that many parents consistently say they like their children’s schools, a conclusion supported by recent polls.

Beyond the underlying politics, conference speakers pushed for removing obstacles to expanding microschools, by finding physical spaces for the schools and getting around what they described as a frustrating maze of regulations that prevents them from serving more children.

Bernita Bradley spoke passionately about ways she’s helping parents via Engaged Detroit, which offers support and coaching for homeschooling parents. “Traditional education has not worked for our children,” Bradley said, calling it “punitive for Black students.”

Choice programs “have to be based on what parents want,” said speaker Robert C. Enlow, president and CEO of the advocacy group EdChoice. “To me, the answer is a system that is based on the needs of the students and families. If we do that, we’ll have a better society and a better structure.”

Valles, meanwhile, envisions a new building with room for 10 students who, in addition to learning math and reading skills, might spend a day hiking, fishing, landscape painting or simply lying on the ground listening to the sounds of nature.

“A lot of people want this for their children,” Valles told me. “Microschooling offers a different pathway. …The questions it asks have more to do with what brings your child joy, peace, excitement and creativity, rather than rigidity, regurgitation and standardization.”

NEW YORK — I strap on a virtual reality headset. A screen appears and dramatic music pounds into my ears. I’m told there has been a nasty avalanche and that it’s my job to restore power to the grid.

The exercise is part of a new program that encourages learning middle school math through real world problem-solving, now in use in 190 school districts across 36 states.

The concept caught my attention during a demonstration at HolonIQ’s ‘Back to School’ summit in New York City earlier this month. The lesson seemed a lot more relevant than copying a row of equations from a chalkboard, which I remember from my own more traditional (and boring) math education so many years ago.

I was also intrigued because of the urgency of making math and science more meaningful for middle schoolers – these are the students who lost the most ground in math during the pandemic. It’s a little too early to know if VR lessons like this one will improve lagging test scores, but Anurupa Ganguly, founder and CEO of Prisms, the company behind the platform, is convinced it will.

“This is a whole new way of experiencing math instruction,” Ganguly, a former math and physics teacher, told me, pointing to promising early studies from the non-partisan research group WestEd, along with feedback from teachers and students on Prisms, which is hosted on the Meta Quest platform.

Instead of memorizing equations, students develop structural reasoning skills from solving real-life problems (such as a damaged power grid or limited hospital-bed capacity in a pandemic) with guidance from teachers trained in the purpose of the lessons.

I sat through other new simulations at the summit as well, including Dreamscape Learn, something I’d heard and read about from a colleague who took a trip through its virtual Alien Zoo) and YouTube Player for Education, which is creating virtual lessons, content and assessments.

It’s never surprising to see and hear enormous enthusiasm for technology solutions at conferences: There are always a host of new apps and products on display that come and go. Entrepreneurs and investors packed Holon’s conference, eager to hear more about the global research and analytics platform’s latest survey results and reports on latest trends and ed tech for teaching and learning.

Naturally, that included lots of sessions on artificial intelligence, which many believe will be a bright spot for ed tech investing.

Still, it’s impossible to ignore growing skepticism about the power of digital tools. Sweden moved away from tablets and technology this month in a return to more traditional ways of education – a backlash to its digital-heavy push that many in the country are blaming for student decline in basic skills. 

Sweden is instead embracing printed textbooks, teacher expertise, handwriting practice and quiet time. In addition, the recent UNESCO report entitled “An Ed-Tech Tragedy” documented vast inequality from pandemic-related reliance on technology during remote online learning, and concluded that lower-tech alternatives such as the distribution of schoolwork packets or delivering lessons via radio and televisionmight have been more equitable.

“The bright spots of the ed-tech experiences during the pandemic, while important and deserving of attention, were vastly eclipsed by failure,” the UNESCO researchers said in the report, which encourages schools to prioritize in-person learning and make sure that emerging technologies, including AI chatbots that many public schools are now banning, clearly benefit students before they are used.

For her part, Ganguly is quick to note that Prisms is not an ed tech program, nor designed for remote learning: Once the VR headsets come off, teachers take over and guide students through the lessons. “Ninety percent of our resources are not in VR but in teacher training,” she told me.

I also raised questions about the use of ed-tech and screens during a session I moderated on early childhood education, where entrepreneur Joe Wolf, co-founder of the nonprofit Imagine Worldwide, described bringing solar-powered technology programs to remote areas in Africa, where few children have electricity and less than five percent have internet access; there’s also a dearth of trained teachers.

“There is no other technology in their lives,” Wolf noted, pointing to studies of a trial showing that children in Malawi not only loved using the program, they made significant gains in math and literacy using the program, despite pandemic disruption. Imagine Worldwide works with governments, communities, funders and other partners as it attempts to expand throughout Sub-Saharan Africa.

Ultimately, all of the problems both entrepreneurs and educators are trying to solve require a lot more research, noted Isabelle Hau of the Stanford Accelerator for Learning, who was also on the panel, a view endorsed by Kumar Garg, vice president of partnerships at Schmidt Futures.

Garg spoke about “learning engineering,” and noted that pushback against education technology is a direct result of how quickly these tools rolled out in the pandemic.

“A billion kids got sent overnight home and we tried on the fly to create an online learning system with very little scaffolding,” Garg said, noting that it was impossible to know how many students were unenrolled and never even got online. “The crisis came, and everyone was like, ‘What’s the answer?’ ”

I suspect there never was one, as our team at The Hechinger Report found during this unprecedented interruption of education worldwide. But there is one result that is absolutely worth paying attention to: Plenty of entrepreneurs, foundations, nonprofit outlets, foundations and investors are looking for answers, and have new ideas that might (or might not) make a difference.

Regardless, we are eager to listen.

In March, the Minneapolis Public Schools district was the target of a large ransomware attack that resulted in thousands of confidential documents — student mental health records, sexual assault incidents, suspensions and truancy reports, child abuse allegations, special education plans — dumped online.

Last year, a similar data breach of the Los Angeles school district led to thousands of students’ psychological records uploaded to the dark web. In 2020, Baltimore County Public Schools was hit with a cyberattack that disrupted the district’s remote learning programs, froze its operations and cost the school system nearly $10 million. On Sept. 1, Pennsylvania’s Chambersburg Area School District was the latest school district to be hit with a cyberattack.

Cyberattacks have become a growing threat to school districts across the country in recent years, with cybercrime gangs viewing school systems as soft targets because of their lack of cybersecurity infrastructure. While many school districts are starting to take steps to secure that infrastructure, there’s still a long way to go, according to experts.

“Students normally shouldn’t have to worry about their privacy and their safety when they’re going around the internet in a school-approved manner,” said Jake Chanenson, a Ph.D. student at the University of Chicago and one of the authors of a study released earlier this year on the privacy and security challenges facing K-12 education. But because schools don’t have enough staff with the expertise to properly vet safety risks associated with educational technology, he said, the increased use of that tech is putting students at risk.

School districts that have been hit say they are taking new safety precautions. After a phishing attack in 2019, the Atlanta Public Schools district hired a private firm to conduct security assessments of its networks to find blind spots and weaknesses, according to Olufemi “Femi” Aina, the district’s executive director of information technology. The district has also backed up sensitive school data offsite, invested in insurance that covers cybersecurity liability and added security procedures like multi-factor authentication on school devices, he said. In addition, the district is providing cybersecurity education to employees and students. School faculty and staff participate in mock phishing drills and are sent to cybersecurity training. Students are being taught to set up multifactor authentication and choose complicated passwords.

“If you can prevent your employees or make them more aware, so that they do not click on those harmful emails, or respond to those types of messages, it can be just as effective, if not more, than a lot of different systems that we have,” Aina said.

Days or weeks of missed school and lost instructional time for students can result when sensitive student or employee information, such as social security numbers, student health records and disability diagnoses, is compromised due to a ransomware attack or data breach, he said.

The federal government is starting to step in. During a recent Department of Education cybersecurity summit cohosted by first lady Jill Biden, Department of Education Secretary Miguel Cardona and Secretary of Homeland Security Alejandro Mayorkas, the agency announced several new initiatives and released guidance for school districts on how to tackle cyber threats and what to do if they are hit by an attack.

The education department plans to develop a special council made up of federal, state, local, tribal and territorial governments to coordinate policy and communication between government and the education sector to strengthen school district’s cyber defenses, according to Kristina Ishmael, deputy director of the Office of Educational Technology. She called it a “first step” in the department’s strategy to protect schools and districts from cybersecurity threats and help them respond to attacks.

Meanwhile, Federal Communications Commission Chairwoman Jessica Rosenworcel has proposed a pilot cybersecurity program, which would run separately, but in tandem, with the FCC’s E-Rate program, which was created in the early 1990s as a way to provide affordable internet for schools and libraries. The three-year pilot would provide $200 million to schools and libraries eligible for the E-Rate program to use toward hiring cybersecurity experts and beefing up school network security.  

Groups such as the Consortium of School Networking, or CoSN, a K-12 tech education advocacy group, have long been calling on the FCC to update the E-Rate program to include more cybersecurity protections, said CoSN’s CEO Keith Krueger. “We’ve been saying this is a five-alarm fire for the last two years,” he said.

“None of that really solves the problem that only about one in three school districts has a full-time equivalent person dedicated to cybersecurity.”

Krueger said he doesn’t believe a three-year pilot is needed to determine the demand for this funding; a coalition of education organizations that includes his group is calling for the pilot to be limited to one year and for the FCC to make cybersecurity funding permanent at the pilot’s conclusion. He added that while the federal government’s announcement of resources for school districts is helpful, much more funding to support cybersecurity infrastructure is needed.

“None of that really solves the problem that only about one in three school districts has a full-time equivalent person dedicated to cybersecurity,” he said. While they wait for additional funding, he said school districts need to get creative in their methods for attracting the cybersecurity professionals their districts need, he said. Such approaches could include partnering with local community colleges, vocational or technical schools to provide internships for students in cybersecurity programs.

Marshini Chetty, associate professor at the University of Chicago and one of the lead researchers of the study on privacy and security risks to K-12 education, recommends that school districts develop a cybersecurity plan or checklist that outlines who to call in case of an attack and how to inform students and faculty. Her co-author on the study, PhD candidate Chanenson, said districts should dedicate a professional development day to cybersecurity and best practices for staff as part of back-to-school planning.

Atlanta’s Aina said school districts aren’t usually able to pay top dollar for cybersecurity professionals. Given the growing threats to school systems, Aina said district leaders need to give school technology leaders access to more funding so they can keep protections for the sensitive data in their schools up-to-date.  

“Most people don’t remember cybersecurity until there’s an incident and then it becomes the buzzword,” he said. “But cybersecurity is all about being ready, being proactive and building those layers around your critical assets to keep you safe before the incident happens.”

Advocates call this concept “personalized learning” but this sci-fi idyll (or dystopia, depending on your point of view) has been slow to catch on in American classrooms.

Meanwhile one piece of ed tech, called ASSISTments, takes the opposite approach. Instead of personalizing instruction, this homework website for middle schoolers encourages teachers to assign the exact same set of math problems to the entire class. One size fits all. 

Unlike other popular math practice sites, such as Khan Academy, IXL or ALEKS, in which a computer controls the content, ASSISTments keeps the control levers with the teachers, who pick the questions they like from a library of 200,000. And this deceptively simple – and free –  tool has built an impressive evidence base and a following among middle school math teachers. Roughly 3,000 teachers and 130,000 students were using it during the 2022-23 school year, according to the husband and wife team of Neil and Cristina Heffernan who run ASSISTments, a nonprofit based at Worcester Polytechnic Institute in Massachusetts, where Neil is a computer science professor.

After Neil built the platform in 2003, several early studies showed promising results, and then a large randomized control trial (RCT) in Maine, published in 2016, confirmed them. For 1,600 seventh-grade students whose classrooms were randomly selected to use ASSISTments for math homework, math achievement was significantly higher at the end of the year, equivalent to an extra three quarters of a year of schooling, according to one estimate. Both groups – treatment and control – were otherwise using the same textbooks and curriculum. 

On the strength of those results, an MIT research organization singled out ASSISTments as one of the rare ed tech tools proven to help students. The Department of Education’s What Works Clearinghouse, which reviews education evidence, said the research behind ASSISTments was so strong that it received the highest stamp of approval: “without reservations.”

Still, Maine is an unusual state with a population that is more than 90 percent white and so small that everyone could fit inside the city limits of San Diego. It had distributed laptops to every middle school student years before the ASSISTments experiment. Would an online math platform work in conditions where computer access is uneven? 

The Department of Education commissioned a $3 million replication study in North Carolina, in which 3,000 seventh graders were randomly assigned to use ASSISTments. The study, set to test how well the students learned math in spring of 2020, was derailed by the pandemic. But a private foundation salvaged it. Before the pandemic, Arnold Ventures had agreed to fund an additional year of the North Carolina study, to see if students would continue to be better at math in eighth grade. Those longer-term results were published in June 2023, and they were good.  Even a year later, on year-end eighth grade math tests, the 3,000 students who had used ASSISTments in seventh grade outperformed 3,000 peers who hadn’t. The eighth graders had moved on to new math topics and were no longer using ASSISTments, but their practice time on the platform a year earlier was still generating dividends. 

Researchers found that the lingering effect of practicing math on ASSISTments was similar in size to the long-term benefits of Saga Education’s intensive, in-person tutoring, which costs $3,200 to $4,800 per year for each student. The cost of ASSISTments is a tiny fraction of that, less than $100 per student. (That cost is covered by private foundations and federal grants. Schools use it free of charge.)

Another surprising result is that students, on average, benefited from solving the same problems, without assigning easier ones to weaker students and harder ones to stronger students. 

How is it that this rather simple piece of software is succeeding while more sophisticated ed tech has often shown mixed results and failed to gain traction?

The studies aren’t able to explain that exactly. ASSISTments, criticized for its “bland” design and for sometimes being “frustrating,” doesn’t appear to be luring kids to do enormous amounts of homework. In North Carolina, students typically used it for only 18 minutes a week, usually split among two to three sessions. 

From a student’s perspective, the main feature is instant feedback. ASSISTments marks each problem immediately, like a robo grader. A green check appears for getting it right on the first try, and an orange check is for solving it on a subsequent attempt. Students can try as many times as they wish. Students can also just ask for the correct answer. 

Nearly every online math platform gives instant feedback. It’s a well established principle of cognitive science that students learn better when they can see and sort out their mistakes immediately, rather than waiting days for the teacher to grade their work and return it. 

The secret sauce might be in the easy-to-digest feedback that teachers are getting. Teachers receive a simple data report, showing them which problems students are getting right and wrong. 

ASSISTments encourages teachers to project anonymized homework results on a whiteboard and review the ones that many students got wrong. Not every teacher does that. On the teacher’s back end, the system also highlights common mistakes that students are making. In surveys, teachers said it changes how they review homework.

Other math platforms generate data reports too, and teachers ought to be able to use them to inform their instruction. But when 30 students are each working on 20 different, customized problems, it’s a lot harder to figure out which of those 600 problems should be reviewed in class. 

There are other advantages to having a class work on a common set of problems. It allows kids to work together, something that motivates many extroverted tweens and teens to do their homework. It can also trigger worthwhile class discussions, in which students explain how they solved the same problem differently.

ASSISTments has drawbacks. Many students don’t have good internet connections at home and many teachers don’t want to devote precious minutes of class time to screen time. In the North Carolina study, some teachers had students do the homework in school. 

Teachers are restricted to the math problems that Heffernan’s team has uploaded to the ASSISTments library. It currently includes problems from three middle school math curricula:  Illustrative Mathematics, Open Up Resources and Eureka Math (also known as EngageNY). For the Maine and North Carolina studies, the ASSISTments team uploaded math questions that teachers were familiar with from their textbooks and binders. But outside of a study, if teachers want to use their own math questions, they’ll have to wait until next year, when ASSISTments plans to allow teachers to build their own problems or edit existing ones.

Teachers can assign longer open-response questions, but ASSISTments doesn’t give instant feedback on them. Heffernan is currently testing how to use AI to evaluate students’ written explanations. 

There are other bells and whistles inside the ASSISTments system too. Many problems have “hints” to help students who are struggling and can show step-by-step worked out examples. There are also optional “skill builders” for students to practice rudimentary skills, such as adding fractions with unlike denominators.  It is unclear how important these extra features are. In the North Carolina study, students generally didn’t use them.

There’s every reason to believe that students can learn more from personalized instruction, but the research is mixed. Many students don’t spend as much practice time on the software as they should. Many teachers want more control over what the computer assigns to students. Researchers are starting to see good results in using differentiated practice work in combination with tutoring. That could make catching up a lot more cost effective.

I rarely hear about “personalized learning” any more in a classroom context. One thing we’ve all learned during the pandemic is that learning has proven to be a profoundly human interaction of give and take between student and teacher and among peers. One-size-fits-all instruction may not be perfect, but it keeps the humans in the picture.
