It tests all students in second grade, allows a points boost for students receiving FRPL, further tests those with the highest scorers, allows written requests, accepts a wide range of artistic designations, allows designation through persistently high achievement test scores. They offer much better services than the surrounding school districts.

Weaknesses include the fact that FRPL children do not get a boost within second level testing, there are no senior high school with advanced academic options like those in New York, and no transportation services are provided.

While we all should be equal in rights, our innate abilities are far different. Few people really understand the Bell curve. In gross terms, every other person has an IQ of 100 or less, yet every person is given a college preparation education. You want to use the top 10% to lift the other 90% to college level. Just who is going to be short changed?
